David Keenan has served as the City of Midland’s Assistant City Manager since July 2015. He began his career with the City in 2000 as the City’s Controller and was subsequently promoted to Director of Fiscal Services in 2005 and Assistant City Manager for Financial Services in 2011 before assuming his current role. Prior to the City of Midland, he worked for 7 years in public accounting and 8 years in the private sector.
Keenan currently serves as president of the Michigan Government Finance Officers Association and was appointed secretary of the State of Michigan’s Local Community Stabilization Authority by Governor Rick Snyder in 2016. He is involved in a variety of professional organizations, including Michigan Municipal Executives, Michigan Municipal League and its Municipal Finance Committee, American Institute of Certified Public Accountants, Michigan Association of Certified Public Accountants, and the Business Advocacy Council of the Midland Business Alliance. He also lends his time to several community programs focused on music, philanthropy, and the arts.
Keenan possesses a bachelor’s degree in business administration and accounting and a master of business administration (MBA), both from Central Michigan University, and is a Certified Public Accountant (CPA).
